    2021 Labour Overview of Latin America and the Caribbean

    Nearly two years after the onset of the COVID-19 pandemic, in the third quarter of 2021, the employment rate and economic participation rate were still lower than the 2019 records, while the unemployment rate was higher than in that year. The 2021 Labour Overview describes a mixed bag scenario for employment and suggests that prepandemic levels will be reached by 2023 or even 2024.

    This paper was prepared jointly by the ILO and OECD for the 1st G7 Employment Task Force meeting. The 3 Ds of Digitalisation, Decarbonisation and Demographic change are global trends driving shifts in the world of work. This paper identifies the key challenges and opportunities for employment and social policies of the 3Ds. It starts by highlighting the key issues arising from each of the 3Ds separately and then discusses the issues arising from the interactions of these closely intertwined trends.

    This report prepared by the International Labour Organization (ILO) together with the Organisation for Economic Cooperation and Development (OECD) for the 1st G20 Employment Working Group meeting addresses one of the priority areas identified by the Indonesian Presidency. It highlights measures G20 member states can take to ensure that persons with disabilities will benefit from the opportunities provided by the digital and green economy, as well as minimize some of the challenges that derive in particular from digitalization.
