New ILO Curriculum on Building Modern and Effective Labour Inspection Systems

Through its international labour standards framework and with this new training curriculum, the ILO is committed to continue to strengthen the capacity of labour inspectorates globally for improved alignment with the provisions of Conventions No. 81 and 129, and to assist in building effective and efficient national labour inspection systems.

This new ILO Curriculum on Building Modern and Effective Labour Inspection Systems updates previous capacity building materials making use of the experience gained over the years responding to the training needs of labour inspectorates across the regions. The curriculum also adds new modules addressing challenges that are common to most labour inspectorates, including non-discrimination, violence and harassment, and compliance with legal provisions in the domestic work sector.

It is suggested to combine the use of the curriculum with the Guidelines on general principles of labour inspection adopted by an ILO tripartite meeting of experts on 16 December 2021 and authorized for publication by the Governing Body of the ILO at its 344 Session in March 2022.

The content of the training curriculum is the following:

Module 10: The inspection visit
Module 11: Tools for the labour inspectorate
Module 12: Institutional capacity development
Module 13: Labour inspection and non-discrimination
Module 14: Ensuring compliance with legislation on psychosocial risks
Module 15: Inspection actions to deal with psychosocial risks
Module 16: Labour inspection in domestic work
Module 17: Use of soft skills in labour inspectors’ work
