GAIN Training Guidebook

How to measure and model social and employment outcomes of climate and sustainable development policies

This training guidebook can be introduced into national teaching institutions that would serve as regional-hubs supported by ILO and GAIN trainers. Ideally, over time 2 Introduction institutions would formalize such training in national curricula or as an elective in a university programme. It could become an economics course or elective for bachelor- or masters-level students.

All around the world climate change, policies to respond to it, and the related economic restructuring have deep implications for jobs. In fact, the social and employment outcomes of climate-related policies are vitally important to people around the world and can have far reaching implications for elections, international climate agreements and sustainable development strategies.
Tools such as statistical databases and economic models are needed to quantify, qualify and project social and employment outcomes of policy alternatives. The GAIN Training Guidebook includes 4 modules on policy, statistics, Input Output and Social Accounting Matrix, which are planning tools well suited to analysing the impacts on jobs and income distribution, based on national accounts and data collected at the country level. They are transparent, accessible and relatively easy to build.
