ILO Response to the Ecuador earthquake
Following the earthquake of 7.8 magnitude that hit Ecuador in April 2016, causing significant damage and affecting several important sectors of the economy, the Government of Ecuador asked the ILO to contribute to the reconstruction efforts in coordination with the United Nations system.
In March 2017 the ILO, together with the Ministry of Industry and Productivity (MIPRO) and the Ministry of Labour (MoL), launched the REMESUN + E Programme (Reactivate and Improve Your Business + Employment) in Ecuador. The Programme responds to the need to reactivate the productive sector of the provinces of Manabi, Esmeraldas and Santo Domingo, which were severely affected by the earthquake of 16 April 2016, and to tackle the reduction of the labour demand, combat the increase of poverty and promote the generation of employment.
The Programme is based on ILO’s international methodology IMESUN (Start and Improve Your Business) and aims to strengthen the capacities of micro, small and medium entrepreneurs, artisans and productive associations. It consists of a set of training activities in business management whose purpose is to increase the viability of companies through improved management principles.
During the first phase of intervention, the REMESUN + E Programme will contribute to an inclusive and sustainable recovery of the local economy after the earthquake in the province of Manabi. 50 instructors will be trained in the methodologies IMESUN and IMESUNCO (Start and Improve Your Business in Construction), 800 productive units will receive assistance, 80 of which will benefit from specialized technical support, and 120 case studies of the area will be carried out with defined components of self-employment, inclusion and productivity.
The results of the first phase will be replicated progressively in the provinces of Esmeraldas and Santo Domingo. The 50 trained instructors will replicate the training received to two thousand people to strengthen local capacities in productivity assistance and support, and will be part of a local team of instructors specialized in reactivation methodologies.
