Annual meeting of the Committee of Experts on the Application of Conventions and Recommendations (CEACR)
ILO supervision of international labour standards to focus on employment.
From 25 November to 12 December 2020, the ILO Committee of Experts on the Application of Conventions and Recommendations (CEACR) will be meeting for its annual review of the application of international labour standards by ILO’s 187 member States. The 2020 CEACR session will be an entirely virtual event.
The CEACR is meeting for the 91st time, having been a key component of the ILO's supervisory system on international labour standards since it was established in 1926. The CEACR is an independent body composed of 20 distinguished experts in international law and labour law. Its technical analysis of government reports on the application in law and practice of ILO Conventions and Recommendations and related observations from employers’ and workers’ organizations sets the stage for a discussion of selected cases at the ILO’s annual Conference in June. As has become customary, the CEACR will exchange views with the Employer and Worker Vice-Chairs of Conference Committee on the Application of Standards to mark the close collaboration with the other key body in the ILO’s regular supervisory machinery.
The CEACR’s session this year is of particular importance, as it takes place against the backdrop of the COVID-19 pandemic. As internationally agreed standards adopted by government, employers and workers forming a majority of the ILO’s 187 member States, international labour standards are an essential compass to ensure employment and decent work in the context of the crisis response, recovery and resilience. Effective implementation of international labour standards on crucial livelihood issues such as job creation, social dialogue, social protection, equality of opportunity and treatment, occupational safety and health, and recognition of new and emerging working arrangements are all means to help achieve decent work goals for all, while at the same time enabling countries to address the socio-economic consequences of the COVID-19 pandemic. International labour standards create a basis for and support rights at work critical for human dignity and contribute to building a culture of social dialogue particularly useful in times of crisis. Against this background, the CEACR should examine in 2020 some 1000 reports received from 180 countries.
At its previous session, the CEACR published a General Survey on certain instruments related to employment policy, which examined the application in law and in practice of instruments central to the promotion of full, productive and freely chosen employment. At its current session, the CEACR is complementing its General Survey with a review of the guidance member States have taken from these same instruments to develop immediate and longer-term measures to address the pandemic and mitigate its impact on those most at risk of being left behind.
