  • High-level independent evaluation of ILO’s strategy and action for promoting fair and effectives labour migration policies, 2016-20

    This high-level evaluation provides insight into the relevance, coherence, effectiveness, efficiency, impact and sustainability of the ILO’s work in promoting fair and effective labour migration from 2016-20. It also looks forward, identifying lessons learned that might inform the ongoing development of the organization’s strategy and approach, especially in the wake of the COVID-19 pandemic. It concentrates on the work of the ILO’s Labour Migration Branch, but covers all ILO activities on labour migration in both headquarters and regions.

  • High-level independent evaluation of the ILO’s Decent Work Programme in Bangladesh, Nepal, Sri Lanka and Pakistan, 2018-21

    The purpose of the evaluation is to determine how well the ILO’s programmes have achieved the Decent Work Agenda in the four selected South Asian countries during 2018-21. Given the surge of the COVID-19 pandemic in 2020, the evaluation includes consideration of the ILO’s support to countries to address emergent decent work challenges.

  • High-level independent evaluation of ILO's gender equality and mainstreaming efforts, 2016-21

    The evaluation analyses the achievements and outcomes of the ILO’s gender equality and mainstreaming efforts at the programme and institutional levels for the period 2016–21. It includes a review of the progress made and gaps in implementing the ILO Action Plan for Gender Equality 2016–17 (Action Plan 2016–17) and the ILO Action Plan for Gender Equality 2018–21 (Action Plan 2018–21). The evaluation focuses on the strategies, approaches, outcomes, achievements, gaps and lessons learned related to gender equality and mainstreaming.

  • ILO’s response to the impact of COVID-19 on the world of work: Evaluative lessons on how to build a better future of work after the pandemic

    In the wake of the COVID-19 pandemic, the ILO had to rapidly respond and adapt its programme tools, intervention models, and development cooperation projects to ensure they remain relevant and effective. In the spirit of real time learning, all evaluations were from mid-2020 onwards required to include questions on the effectiveness of ILO's response to the COVID-19 pandemic using EVAL's protocol on collecting evaluative evidence on the ILO's COVID-19 response measures.

  • ILO policy guidelines for results-based evaluation: Principles, rationale, planning and managing for evaluations, 4th edition

    The policy guidelines intend to provide a complete package of guidance for ILO staff, whom are tasked with planning, managing, overseeing, and/or following up on an evaluation’s recommendations. As part of the i-eval Resource Kit, the guidelines provide ILO managers and practitioners with a gateway into the ILO’s expertise and knowledge on evaluation.

  • Evaluation, Decent Work and the 2030 Agenda

    ILO Director-General highlights the important link between evaluation and the Sustainable Development Goals to the ILO. He explains the significant contribution that evaluation will have to make to implement the 2030 Agenda for Sustainable Development and how the provision of evaluative evidence will guide the ILO to realize SDG 8: Decent Work and Economic Growth.

Overview

  1. Evaluation policy and strategy

    Results-based management in the ILO guides EVAL’s commitment to transparency, effectiveness and organizational learning. Evaluation is an evidence-based assessment of strategy, policy or programme and project outcomes, by determining their relevance, effectiveness, efficiency impact and sustainability. Evaluation is expected to contribute policy-making and decision-making with the ILO, to optimize the allocation of resources and improve their overall management. EVAL continuously strives to build evaluation culture in the ILO and to pursue higher performance linked to its results-based evaluation strategy 2018-21. The evaluation policy conforms to United Nations norms and standards for evaluation. The objectives of the evaluation policy are to:

    • Reinforce knowledge-generation sharing of the ILO’s substantive work, and the processes, approaches and institutional arrangements for implementing such work;
    • Strengthen the complementarity between evaluation and other oversight and monitoring functions within the Office;
    • Clarify standards for engaging constituents in evaluation; and
    • Clarify the division of responsibilities in the ILO for carrying out an evaluation.

  2. Annual reporting of the evaluation function at ILO

    The 2022 collection of high-level evaluation reports that are mandated by the Governing Body includes the following:
     
    • Regional evaluation of Decent Work Country Programmes in Europe and Central Asia
    • Independent evaluation of ILO's response to the implications of COVID-19
    • Independent evaluation of the ILO's evaluation function
    In addition to the above high-level evaluations, EVAL also produces an Annual Evaluation Report (AER) that reflects on progress made on the implementation of the ILO’s evaluation strategy and assessment.
