El decreto citado encomienda al Ministerio de Agricultura y Desarrollo Rural la formulación del Plan Nacional de Construcción y Mejoramiento de Vivienda Social Rural en un término máximo de treinta (30) días calendario. Señala los aspectos y objetivos que habrán de tenerse en cuenta al formular el Plan. Asimismo, encomienda al Ministerio de Agricultura y Desarrollo Rural la formulación de la política de vivienda de interés social y prioritario rural, y la definición, de acuerdo con las recomendaciones de la Comisión Intersectorial de Vivienda de Interés Social Rural, de las condiciones para el otorgamiento y ejecución del subsidio. Determina las pautas para la implementación del Plan y los aspectos que habrá de tener en cuenta el operador al valorar la escogencia del constructor. Señala las pautas para el otorgamiento de subsidios familiares de vivienda de interés social y prioritario rural y define cuál será la entidad otorgante. Finalmente, dispone sobre la administración y ejecución de los subsidios de interés social rural y prioritario rural.

Establece el volumen del consumo de energía eléctrica bonificado para los usuarios a los que se hubiera otorgado el beneficio de Tarifa Social por su carácter de electrodependiente del titular del suministro o de uno de sus convivientes y dispone el mantenimiento del beneficio de la Tarifa Social para el suministro por un periodo de tres meses en caso de fallecimiento del titular del servicio. Prevé nuevos criterios de elegibilidad y exclusión para ser beneficiario de la “tarifa social”.

La ley referida tiene por objeto garantizar el buen uso de la vivienda de Interés Social. Reforma el artículo 169 de la Ley núm. 7052, Ley del Sistema Financiero Nacional para la Vivienda, prohibiendo la enajenación, gravámen o arrendamiento de los bienes inmuebles declarados de interés social y que hayan sido financiados y adquiridos mediante el subsidio o el bono familiar de la vivienda, con la salvedad de que se cuente con la debida autorización del Banco Hipotecario de la Vivienda (Banhvi). Asimismo, se adiciona a la ley citada el artículo 169 bis, en el cual se establece que las sumas que se lleguen a adeudar al BANHVI por concepto de devolución o reintegro del bono familiar de vivienda y por incumplimiento de las obligaciones constituirán hipoteca legal preferente sobre los inmuebles objeto de dicho subsidio estatal.

Article 9 of the Law ratifies the Act of Legislative Content, issued on 26/8/2015, introducing emergency measures for the regular operation of the Local Authorities.
Article 3 of the above Act amends paragraph 9 of article 1 of the Law N° 4038 of 2012 regarding the retroactive effect of the fixed-term private law employment contracts. Article 4 amends case c' of paragraph 1 of article 18 of the Law N° 3870 of 2010 and paragraph 2 of article 41 of the Law N° 4325 of 2015 concerning the employment contracts of the personnel charged with the cleaning of the school units and municipal camps.

Article 12 of the Law ratifies the Act of Legislative Content, issued on 7/10/2015, regulating emergency issues related, amongst other, to the Ministry of Labour, Social Security and Social Solidarity.
Article 1 of the above Act regulates the funding of the "Social Structures for Promptly Addressing Poverty". The date of entry into force of the article is set for the 1/10/2015.

Article 14 of the Law regulates the echelon classification and wage tier of the personnel of the Ministry of Finance, appointed following competition conducted by the Supreme Council for Civil Personnel Selection (ASEP).

Article 15 of the Law frames the conduct of the payroll and payment system concerning the personnel of the Regional Governments.
