Ms Joana Borges

Specialist, Social Protection and Occupational Safety and Health

Ms Joana Borges, a national of Portugal (and Cabo Verde), joined the ILO Decent Work Team and Office for the Caribbean in November 2022, as the new Specialist, Social Protection and Occupational Safety and Health, replacing Ariel Pino who previously held the position. Ms Borges holds a MSc in Social Policy and Development from the London School of Economics and Political Science (LSE, UK), and a post-graduate degree in Economics and Social Policy from ISEG (Lisbon Technical University, Portugal). She also has a degree in Economics from the University of the Algarve (Portugal).

Ms Borges joined the ILO in 2012 as Manager and Coordinator of Technical Cooperation projects which supported the promotion and strengthening of social protection systems and decent work in Portuguese-speaking countries, particularly Cabo Verde, Guiné-Bissau, and São Tomé e Príncipe. From 2020-2022 she served as Social Protection Specialist for Central Africa (DWT/CO ILO Yaoundé – covering nine countries).

Prior to joining the ILO, Ms Borges worked for the Ministry of Labour, Solidarity and Social Security, Portugal, in the areas such as social policy, income redistribution, bilateral and multilateral-technical cooperation. She started her career working at NGO (Non-Governmental Organization) (Brazil) and private sectors (Portugal and Mozambique).
