Promoting Livelihoods for Persons with Disabilities: Enhanced Skills for Employability and Policy Application

The main purpose of the project is to increase income levels of people with disabilities through enhancing skills and employability as well as improving the impact of the new legal framework for promotion of employment of people with disabilities.

In collaboration with Mongolian Government, the ILO Country Office for China and Mongolia has started implementing “Promoting Livelihoods for Persons with Disabilities: Enhanced Skills for Employability and Policy Application” project funded by the Government of the Czech Republic.

The main purpose of this project is to increase income levels of people with disabilities through enhancing skills and employability as well as to improve the impact of the new legal framework for promotion of employment of people with disabilities.

The project is designed to improve the capacity of disabled men and women to earn an income by enhancing employable skills, training and enterprise development, increasing opportunities for job placements and reducing dependency on state benefits.

The project will also address improving levels of knowledge, understanding and application of legislation, enhancing market oriented skills for persons with disabilities and improving access to existing programmes for employment.

Two to four demonstrative models will be established with the tripartite partners, selected enterprises / companies and/or NGOs for effective delivery and job creation for women and men with disabilities. The project will apply a flexible approach to select the most pertinent institutions and organizations, ranging from employers and workers organizations, training institutions, NGOs and enterprises.

It will increase the institutional capacity of tripartite constituents and NGO’s to provide skills and job placement for persons with disabilities through enhanced knowledge of legislation and the employability of persons with disabilities.

The target group will include disabled persons for upgrading their skills and employability.

Project stakeholders include the Ministry of Social Welfare and Labour (MSWL), which will take the lead.

Cooperating organizations are the Mongolian Employers’ Federation (MONEF), the Confederation of Mongolian Trade Unions (CMTU), the National Rehabilitation Committee (NRC), the Mongolian National Federation of Disabled People’s Organization (MNFDPO); the Mongolian National Federation of the Blind and the National Federation of Deaf People’s Organizations.

Participating agencies will also include the Ministry of Finance, the Ministry of Justice and Internal Affairs, the Ministry of Construction and Urban Development, the Ministry of Roads, Transportation and Tourism, the Ministry of Education, the Labour and Social Welfare Service Agency, and the State Professional Inspection Agency.
