SCORE Experience Sharing Meeting in Nanxun, Zhejiang 27 October 2015

The first pilot round of SCORE Training has been completed, including Module 1 “Workplace Cooperation” and Module 5 “Safety and Health at Work”. This meeting provided an important opportunity to share the good practices of enterprises and lessons learned by consultants and safety inspectors as a result of SCORE Training.

Background:

Sustaining Competitive and Responsible Enterprises (SCORE) is a practical training and in-factory consulting programme that improves productivity and working conditions in small and medium enterprises (SMEs). SCORE Training demonstrates best international practice in the manufacturing and service sectors and helps SMEs to participate in global supply chains.

Since May 2015, ILO in close collaboration with State Administration of Work Safety (SAWS) started a new model of SCORE Training of Trainers in Nanxun, Zhejiang, which trains the consultants and safety inspectors together, with a view to strengthen the service and prevention role of inspection. Consultants and safety inspectors worked in teams to provide on-site consultations to companies. The first pilot round of SCORE Training has been completed, including Module 1 “Workplace Cooperation” and Module 5 “Safety and Health at Work”. This meeting provided an important opportunity to share the experience and knowledge among enterprises and trainers.

In the past five months, the enterprise-level results demonstrated improved working conditions, remarkable cost savings and greater efficiency through workplace dialogue and cooperation, workers’ participation and collective actions and investment in training. Safety inspectors trained have also developed a better understanding of differentiated responsibilities of businesses and government for work safety. During the meeting, inspector representatives shared their reflections on how to build up prevention and service function of inspection.

Objectives:

To share the good practices of enterprises and lessons learned by consultants and safety inspectors as a result of SCORE Training.

Summary:

Mr. Shang Wenqi, Deputy Director of Division No. 4 for Safety Supervision of SAWS applauded SCORE methodologies such as full engagement of employees and primary responsibilities of business entities for work safety, which help strengthen the groundwork for work safety.
He hoped that good results of SCORE Training could be replicated to more enterprises, sectors and areas to create a SCORE brand in close collaboration with SAWS.

Mr. Tim De Meyer, Director of ILO Office for China and Mongolia was deeply impressed by the enterprise-level results and lessons shared by safety inspectors. He indicated that there is increasing global awareness of quality employment. Work safety is a complicated issue, which requires shared responsibility. Enforcement is indispensable but it is one means of pursuing a far bigger goal: a collective attitude pervading all business operations that accidents, injuries and diseases are preventable and as such are not a price worth paying for any business. Good safety and health is good business for maintaining skilled workforce in the short term and enhancing competitiveness in the long term. It is also good for the entire society by building up the capacity for income generation and sustainable consumption.
He encouraged the inspectors to further their efforts to play a greater role in building preventative culture on safety and health and appreciated the leadership by SAWS in this regard.
