ILO-MOHRSS tripartite seminar on the Labour Inspection Convention, 1947 (No. 81)

Labour inspectors from the Ministry of Human Resources and Social Security (MOHRSS) and OSH inspectors from the State Administration for Work Safety (SAWS) and other stakeholders participate in the Seminar on the Labour Inspection Convention, 1947 (No 81) to have a better understanding of the Convention and learn about comparative experiences from other countries.

Background

Since 2009, the ILO has cooperated with the Ministry of Human Resources and Social Security and the State Administration on Work Safety to strengthen China’s labour inspection system. The cooperation has focused on the policy development and capacity building of labour and occupational safety and health (OSH) inspectors. Past activities included:
  • The joint reviews of labour inspection development in China in 2009 and on OSH inspection in 2010;
  • Adaptation of the ILO-ITC training modules on Building Modern Effective Labour Inspection Systems into Chinese;
  • Training of trainers for both labour inspection and OSH inspection were held in both China and ILO-ITC in Turin; and
  • Study tours for both MOHRSS and SAWS to promote international exchanges and to learn from international good practices。
The cooperation has been fruitful. The ILO and MOHRSS are embarking on the new stage of the cooperation. The ILO-MOHRSS Tripartite Seminar on the Labour Inspection Convention, 1947 (No. 81) will serve as information session for the Chinese tripartite organizations to develop greater understanding about the Convention. ILO experts from the Headquarter and the Decent Work Team for East Asia will serve as resource persons at the seminar.

Objectives

  1. To facilitate technical discussion about the Labour Inspection Convention, 1947 (No. 81) and the obligations of the ratifying member State;
  2. To provide comparative international experiences and good practices on labour inspection system for China to use as reference in its national review; and
  3. To strengthen the cooperation and coordination between relevant government authorities and social partners in the promotion of the ratification and implementation of the Labour Inspection Convention, 1947 (No. 81)

Technical information about the Labour Inspection Convention, 1947 (No. 81) and comparative international experiences in support of China’s preparatory activities toward the ratification of the convention.
