Workers’ and Employers’ Organizations in China and Mongolia

The ILO’s tripartite structure is unique within the United Nations system and gives workers’ and employers’ representatives an equal voice with governments in shaping ILO policies and programmes. Social dialogue among these three parties underpins the ILO’s work, and the ILO helps to develop the capacity of these organizations so they can effectively support and represent their members.

China

In China, there is a single national trade union centre, the All China Federation of Trade Unions (ACFTU) , which has more than 200 million members, according to the ACFTU statistics. Over the past years, ILO has been working with ACFTU in promoting gender equality and non-discrimination, improving social security, protecting workers’ rights – particularly those of vulnerable workers such as young migrant workers, people living with HIV/AIDS, disabilities, promoting collective bargaining and tripartite social dialogue.

The China Enterprise Confederation (CEC) is designated as the sole representative organization of all types of employers in China, regardless of sector, ownership and locality. Over the past years, the ILO has been working with CEC in promoting gender equality and non-discrimination, enterprise development – particularly small and medium sized enterprises, green jobs, employment for persons with disabilities, corporate social responsibility, collective bargaining and tripartite social dialogue.

Mongolia

The Confederation of Mongolian Trade Unions (CMTU) represents around 200,000 active members. CMTU has been an active advocate of workers’ rights throughout the country’s transition towards a market economy and has played an active role in national tripartite social dialogue. The ILO has been working with CMTU to improve its capacity to monitor occupational safety and health, settle labour disputes, carry out collective bargaining and engage in social dialogue.

The Mongolian Employers’ Federation (MONEF) represents all types of employers in Mongolia. MONEF has actively participated in national tripartite social dialogue to promote and advance the collective interests of employers in Mongolia. ILO has been working closely with MONEF in eliminating the worst forms of child labour, specifically in the mining sector, improving occupational safety and health standards, supporting Start and Improve your Business (SIYB), preventing HIV/AIDS at the workplace, improving conditions in the informal economy, improving human resource management advisory capacity and promoting collective bargaining and social dialogue.
