Annual Review of Thailand Decent Work Country Programme 2019 – 2021 on 15 – 16 December 2021

The ILO’s tripartite constituents announced its consensus in extending the end date of the Thailand Decent Work Country Programme (DWCP) 2019 – 2021 to end in December 2022 to be in line with national development plants, particularly the 12th National Economic and Social Development Plan (NESDP) for 2017-2021 (2022) and the United Nations Partnership Framework (UNPAF) 2017 – 2021 (2022). The participants discussed and reviewed the resulted achieved under the programme in 2021 with great success. They also discussed workplan for 2022 and suggested significant outcomes for the next Decent Work Country Programme.

Thailand Decent Work Country Programme (DWCP) 2019 – 2021 was developed through intensive consultations between the ILO and its national constituents during 2018. It clearly articulates decent work priorities and results those constituents aspire to achieve from 2019 to 2021, with ILO Office support. It represents the joint commitments of the ILO and the tripartite partners to promote decent and productive work for all in line with Thailand’s national and international development priorities and commitments. Thailand DWCP shows how the country’s overarching vision and priorities link to the 20-year National Strategic Framework (2017 - 2036), the Thailand 4.0 development plan, the 12th National Economic and Social Development Plan (NESDP) for 2017-2021, the 5-year labour master plan (2017 – 2021), the United Nations Partnership Framework (UNPAF) 2017 -2021 and the Sustainable Development Goals (SDGs) by 2030.

Implementation of the DWCP is supported by a mix of technical, financial and human resources from the national constituents, the ILO and development cooperation projects supported by international development partners. National constituents continue to work together to strengthen ownership of DWCP initiatives and outcomes and to ensure long-term sustainability and impact.

Thailand DWCP 2019-2021 sets out the following three Country Priorities:

1. Promote an enabling environment for the growth of decent and productive employment
2. Strengthen labour protection, especially vulnerable workers
3. Strengthen labour market governance in line with international labour standards

At the Workshop of Thailand Country Programme 2019 – 2021’s Annual Review on 15 – 16 December 2021 at the Centara Grand Mirage Hotel in Pattaya, Chonburi province, the ILO also provided clarification and information on linkage between Thailand DWCP and the United Nations Sustainable Development Cooperation Framework (UNSDCF). How Thailand’s decent work results (under DWCP) to be visible throughout the UN system and how to demonstrate ILO’s added value: normative action, tripartism and social dialogue in Thailand’s future development. During the workshop, the ILO and its constituents reviewed the progress of implementation during 2020 – 2021. They also provided inputs to the work plan for 2022 and discussed the preparation of the next Thailand DWCP. The suggested workplan and the inputs to the preparation of the next Thailand DWCP will be discussed at the Thailand DWCP Steering Committee meeting in February 2022.
