It provides guidance in respect of the essential elements of a policy to promote collective bargaining, the process by which such a policy might be formulated and some considerations for enhancing the inclusiveness of collective bargaining institutions. It can be used in a variety of institutional contexts and national traditions. It supports the development of policies to promote collective bargaining through tripartite social dialogue.
